Hon. Dion Powell, MPA is a native of the Bronx and NYC political operative with a specialization in strategy. He has a Master’s in Public Administration from Metropolitan College of New York (MCNY), and a Bachelor’s Degree in Media / Communications: Film & Video from the City College of New York (CCNY) within the City University of New York (CUNY). His desire for public service all started from being involved at the City College’s student government, which is the first in the country, in the capacity of Executive Vice President and Parliamentarian. The next step was to represent college to the larger body of CUNY with its other colleges called the University Student Government (USS) in the capacity of the chair of the ethic committee.
Hortense Taylor was born in Georgetown Guyana but moved to New York in 1973. She attended school at the Borough of Manhattan Community College to receive an Associate degree in Applied Science – Business Management/Real Estate. After accomplishing her Associate’s degree, Hortense went back to school to obtain her Bachelor of Arts degree in Computer Information Systems. Hortense worked for multiple private companies before working for the Department of Environmental Protection in 2005.

Ms. Pamela Clipper, born and bred in the borough of Brooklyn, New York, is a graduate of Prospect Heights High School. She is currently a Mental Health Special Consultant for the New York City Department of Health and Mental Hygiene (DOHMH) in which she provides contract management and oversight for mental health programs, totaling more than $8 million dollars.
She holds a Master’s degree in Public Administration from the prestigious Long Island University, and a Master’s degree in Clinical Social Work from Fordham University. Additionally, she earned a Bachelor of Science degree in Office Information Systems from Pace University; and is a Credentialed Alcoholism and Substance Abuse Counselor (CASAC) Master Counselor. Amazingly, Ms. Clipper accomplished all these feats while working full-time.
Ms. Clipper have two sisters, one niece, two nephews and three great-nephews that make up her immediate family.
Ms. Clipper started with DOHMH in 1992 working in many areas of interest affording her opportunities to provide community based behavioral healthcare services to consumers in New York City. She continues to work for DOHMH but in a different capacity. From the period 2019 to present, she works in the Office of Crisis Services providing contract management and intensive program oversight to 19 adult mobile crisis teams in New York City. She provides consultation and technical assistance/feedback and corrective action plan based on the program’s performance. She reviews scopes of service, budget schedules and budget modifications. She collaborates with contract provider agencies on program issues, identify and address resolutions. Also, she participates in trainings for advancing racial, gender, and social equity, including but not limited to workshops, conferences, and policy development that advances racial and social equity.
